This certainly sounds like an allergic reaction given that it is all over his body. What did he come in contact with?
Are the bumps raised? If they are then they could be hives and your dog should be taken to a vet.
This doesn’t sound like a food allergy. Hope he is better now.

Beagle has just developed red blothches all over belly, chest and back. Ears reddened and scratched but fairly clean. ? Allergic Response?
